“We are as great as the sum of our parts” I do not know who to attribute this quote to, but it rings true. In order to make change we must work together share ideas and get our message across to our legislature, and the powers that enforce the laws. The first step is to share our ideas and concerns with each other. The second step is to decide the level of importance and best method of making change where desired and get our ideas and concerns heard, as a unified voice. The third step is continuing to express those ideas for change to the appropriate powers until the desired result is achieved. One method of change is legislation which required introduction of a bill. In order to introduce legislation it is key to find a friendly legislator or Committee Chair willing to introduce a bill addressing our issue. Sometimes it is appropriate to address multiple issues within one bill assuming that they are related. After the legislator requests a bill, called a “Bill Draft Request” or BDR, the idea is sent to the Legislative Council Bureau (the lawyers) who research existing law and write up the language as it relates or changes existing law. After the BDR is written the next step is to have the appropriate house accept it and assign a Bill # and subcommittee to schedule hearings and further research on the issue. The bill may then be given a hearing, allowing testimony by proponents and opponents of the Bill. The committee has the power to vote up or down on recommending passage, amendments, or “indefinitely postpone” the bill (which mean it will normally die from lack of action). |
